Purpose:

The Connecting Cumbria project contract was awarded to BT to deliver a broadband service in a defined geographical area of Cumbria. If this community scheme is to go ahead it is necessary for the Council to agree to remove the area covered by it from the area covered by the wider Connecting Cumbria scheme. This is due to funding conflict issues which would otherwise prevent the Fibre Garden scheme going ahead. This report will present the options for members and explain the issues and risks of each option

Decisions:

The Corporate Director – Environment & Community Services reported that in May 2014 BDUK issued a request for Connecting Cumbria to remove or descope a number of postcodes from its Intervention Area in Dent to allow the Fibre Garden project to expand their network into this area utilising a grant from the Rural Community Broadband Fund (RCBF) provided through Department for Environment, Food & Rural Affairs (DEFRA).

 

Members were advised that any significant alteration to the Connecting Cumbria Intervention Area was considered a material change to the Connecting Cumbria Project with potential risks and issues to the main programme which needed to be considered. The paper outlined the technical, financial and legal aspects of the proposed change to the Connecting Cumbria project. The Members views were sought with respect to this potential material change to the capital works contract with BT Group.

 

RESOLVED,    that

 

                           (1)       the removal of the area outlined in Change Request v2(set out in Appendix 2 of the report) and other postcodes requested by BDUK (set out in Appendix 5) to permit the expansion of the Fibre GarDen community network into this area and support the expansion of Superfast Broadband  beyond that planned under the current project into the wider Garsdale and Dentdale area be approved;

 

                           (2)       the Corporate Director of Environment and Community Services be authorised to conclude the terms of area to be removed from the Connecting Cumbria Intervention area with British Telecom Plc (BT Group) in line with resolution 1 above.
