The purpose of this report is to provide Cabinet with a progress report on corporate performance, incorporating progress against the Council Plan delivery plan.


The Corporate Director – Resources provided Cabinet with a progress report on corporate performance, incorporating progress on the Council Plan delivery plan for the period ended 31st October 2014, and key performance measures for the quarter ended 30th September 2014.


A detailed analysis of corporate performance was attached in Appendix 1, with performance information grouped under each of the Council’s 8 Council Plan priorities. The detailed report provided an assessment of performance against target (or 2014/14 baseline) and a direction of travel showing the movement in performance since the last report to Cabinet in September 2014.


Overall, latest performance for 2014-15 continued to be generally positive with many of the targets in the Council Plan delivery plan having already been met or on track. Similarly many of the Council’s service performance measures indicated continued progress and further improvement.


For some Council Plan priorities however, performance had slipped below target or the baseline set for improvement. In particular, a number of waste management projects, and the programme to review and develop the Minerals and Waste Local Plan had slipped. In terms of Children’s Services, a number of performance measures that were used to track progress against the Children’s Improvement Plan continued to show a ‘red’ alert where targets were set at 100%. Since the end of quarter 2 (30th September 2014), targets had been revised following comparison with statistical neighbour performance and these would form the basis of reporting in future.


In those instances, the council continued to work in partnership to track performance levels and deliver appropriate action, to improve performance and/or to bring performance back on track. Where applicable, remedial action was highlighted in the report and in the detail in Appendix 1.


RESOLVED,    that the overall latest performance across the 8 Council Plan priorities for the period 2014-17 be noted.
