Following a report to Cabinet in February 2014
requesting permission to procure a professional services contract
this report will deal with the award of the contract. The
professional services being tendered for are Highways and Property
Technical Consultancy Services (Professional Services).
The new contract is due to start on 1st February 2015.
The Corporate Director – Resources presented a report on the award of a new framework agreement for Highways and Property related Professional Services, the Professional Services Framework 2 (PSF2).
The Framework had been divided into five lots to ensure all of the Council’s needs are captured. Additionally, it would enable and encourage both local and Small Medium Enterprises to also bid.
The Framework was due to commence on the 1st February 2015 and would end on the 31st January 2019. The total value of the Framework would be in the region of £4m - £8m over the total contract period and therefore required Cabinet approval under the Contract Procedure Rules.
For low value commissions a neutral vendor solution called NEPRO established by the North East Procurement Organisation was available for use by the Council and Cabinet was recommended to approve its use in appropriate circumstances. This would provide more opportunities to local SMEs and increase competition to ensure value for money, as well as an efficient procurement method for commissions of this size, which would free up valuable resource in the Commissioning Procurement & Contract Management Team(CP&CM).
(1) the award of the framework agreement for Professional Services Framework 2 (PSF2) for high value and/or high risk or complex commissions over £75,000 to the consultants identified in Appendix 1, for the period 1st February 2015 to 31st January 2019 be authorised;
(2) the use of NEPRO neutral vendor solution for specialist professional services for commissions under £75,000 which are not high risk or complex be authorised.
