The purpose of this work is to fully understand the demand for the Port, providing a clear business case for supporting that demand and if necessary identifying the level of investment required to turn demand into economic activity. The study will consider options/mechanisms for how best to secure such investment and to recommend the appropriate governance model to ensure efficient and effective delivery of outputs.
The Corporate Director – Environment and Community Services presented the report produced by Genecon which set out options for the future of the Port based on the Strategic Review 2013-2027 they completed on behalf of Cumbria County Council (CCC), overseen by the Workington Harbour Board (WHB).
Genecon’s strategic review identifies that a level of funding required for the further development of the Port which was well above existing levels of support included in the council’s capital budget.
RESOLVED, that
(1) the report produced by Genecon as appended be accepted;
(2) option 1 be approved, the progression of the development of the preferred option which is a joint venture model with public and/or private sector partner. A further report will need to be presented to Cabinet at a later date to make a final decision on a joint venture partnership;
(3) the continuation of the Workington Harbour Board with its existing terms of referencebe approved.
