This report will outline for members the
outcome of the call in meeting held on 6 January 2015
The Corporate Director – Environment and Community Services presented a report which responded to the referral by the Scrutiny Management Board Call in of the decision of the Cabinet at its meeting on the 27th November 2014 to remove specified postcodes in the Dent and Garsdale area from the Connecting Cumbria broadband project to allow the expansion of the Fibre GarDen community broadband network.
The Board had raised concerns over the use of Council funds and, in the light of new information, the viability of the Fibre Garden project thus had requested that Cabinet reconsider its decision having been fully updated on the issues raised at the scrutiny meeting.
Cabinet were advised that the risks to the authority were minimal as BDUK (Broadband Delivery UK) had underwritten any potential risks resulting from the de-scoping. Further discussions had been held with the Parish Councils who had confirmed their support for the proposals.
The Cabinet Member for Economic Development advised that he had met with representatives of Garsdale Parish council and the Fibre GarDen (Dent Parish were unable to attend due to weather conditions but had confirmed their support) who had stated their continuing support for the project, as had the local county council member, Defra and BDUK. He remained happy to engage with both communities if that were considered to be useful.
RESOLVED, that the decision made on the 27th November 2014 to remove the area requested by BDUK be upheld, as outlined in the Cabinet paper Connecting Cumbria Fibre GarDen 27th November 2014. Thus permitting the expansion of the Fibre GarDen community network and supporting the expansion of Superfast Broadband beyond that planned under the current Connecting Cumbria project.
