Proposed Community Asset Transfers on surplus
council assets –
To Moorclose Community Centre the building as follows: library, theatre, sports hall, IT suite, two story teaching block, caretaker’s bungalow and an additional area of land in close proximity.
To Silloth Town Council four areas of land as follows: Playing field at Eden Street Recreation Ground (Railway Playing Fields) , (ii) Land adjacent to former Fisons Factory site Harvest Industrial Estate, (iii) Land beside the old Gas Works, Skiddaw Street, (iv) The Hollow, Liddell Street.
The Corporate Director – Environment and Community Services introduced a report which presented two proposals to transfer land and property for the benefit of the local communities.
One of the assets was the former Workington Sixth Form Centre at Moorclose. It comprised a sports hall, theatre, IT suite, two story teaching block, former caretaker’s bungalow, car park and land, including playing fields. The proposed transfer represented a second phase to the previously approved asset transfer of the adjoining community centre. If approved this would represent a significant addition to the existing facilities for the benefit of the community.
The second proposal was for a transfer of playing field and amenity land at Silloth to the Town Council. The Town Council proposed to enhance the land for the benefit of the community and visitors.
Members were asked to agree that the assets are transferred as set out in 3.1, and 3.2 of the report. Members noted that with regard to the Moorclose proposal that Allerdale Borough Council had committed to contributing funds to the project were the proposal agreed.
(1) the transfer of Land and Buildings at Moorclose, Workington to Moorclose Community Centre as set out in the Officer Assessment at Appendix A to Moorclose Community Centre on detailed terms to be agreed by the Corporate Director of Environment & Community Services in consultation with the Cabinet Member for Economic Development and Property be agreed;
(2) the transfer of Railway Playing Fields and 3 areas of land at Silloth to Silloth Town Council as set out in the Officer Assessment at Appendix B to Silloth Town Council on detailed terms to be agreed by the Corporate Director of Environment & Community Services and in consultation with the Cabinet Member for Economic Development and Property be agreed.
