A presentation from the Assistant Director – Business Services and the Digital and Innovation Manager updated the Board on the implementation of the Digital Strategy and on progress with the delivery of the Service Centre model.

In approving the Strategy in July 2015 Cabinet had placed the needs of customers at the centre of development and delivery.  The Board was advised of the savings to be achieved in 2016-17 through digital technology, including £9.7m from within Health and Social Care, which+ it was noted, were on track to be delivered.

The Manager informed of the implementation principles of the Digital Strategy Programme, which were based on the Local Government Digital Service Standards, and described work progressing in the following key areas:-

-           Website Refresh

-           Customer Portal

-                      Digital Inclusion

She also outlined further activity and milestones.

With regard to the Highways Information Management System the Assistant Director advised of the scope of the project and the next steps.  The final draft design build had been completed and was currently being tested on users.  In respect of the Service Centre Programme members were informed of the successful transition of functions, and of activity and milestones in the next few months.

In discussion the challenges to be faced in building services which responded to individual choices was acknowledged, as was the need for effective information to be issued to the public.  Members were advised of the customer self-service points to be trialed at Cumbria House before being rolled out across the county, which would allow the public to access on line services.  In relation to online transactions it was made clear that there were systems in place to prevent fraudulent dealings.

During discussion reference was also made to the opportunities to improve the quality and effectiveness of Council meetings through the options provided by way of new technology at Cumbria House.  Other issues touched upon included a suggestion to include an app to HIMS.

RESOLVED  that the presentation be received, and that an update be provided after the County Council elections in May 2017.
