Purpose:

Cabinet decision to Award the Contract for Children’s Services Independent Fostering Agency Framework aiming to utilise an ‘Any Qualified Provider’ approach to purchase non local authority placements for children who are looked after.

This contract will be for 2 years + optional extensions of 2 x up to 12 months.

Decisions:

Cabinet considered a report from the Corporate Director – Resources and Transformation, which sought approval to appoint providers who had met or exceeded the minimum standards required, to the Cumbria County Council Foster Care Framework from May 2017.

 

The Framework Agreement had been commissioned and procured in-line with the Council Plan 2016-2019 Priority 1 - To safeguard children and support families and schools so that all children in Cumbria can grow up in a safe environment, and can fulfil their potential, and the Council’s Contract Procedure Rules (Part 5H). 

 

The Framework would be for an initial period of 24 months, with the option to extend for two further periods of up to 12 months.

 

RESOLVED that Cabinet

 

(1)  approve establishment of the framework and the appointment of the following providers to the Cumbria County Council Foster Care Framework from 1st May 2017 – Action for Children, Alpha Plus, Barnardos, By the Bridge – North West, Capstone Foster Care North, Care Today/Parallel Parents, Care Visions at Home Ltd, Caritas Care Ltd, Child Action NW, Classic Foster Care, Community Foster Care, Excel Fostering Agency, Family Foster Care, Five Rivers Childcare Ltd, Foster Care Associates (Core Assets), Foster Cares Ltd, Fostering Ltd, Fostering People Ltd, Fostering Solutions Ltd,  Futures for Children Ltd,  Olive Branch Fostering, Reach Out Care, Safehouse Fostering, Swiis Fostercare, Team Fostering, TACT, The Children’s Family Trust, The Fostering Company NE Ltd, The National Fostering Agency Ltd, Together Trust, Tree House Care Fostering Solutions Ltd, Fostercare Solutions, and Tutis.

            

(2)      delegate approval of the appointment of all future providers who are eligible to gain access to the flexible Framework, throughout the term of the Framework, to the Corporate Director for Children and Families Services in consultation with the relevant Portfolio Holder.
