A “disclosable pecuniary interest” is an interest of a councillor or their partner (which means spouse or civil partner, a person with whom they are living as husband or wife, or a person with whom they are living as if they are civil partners).

Allerdale Local Committee considered a report from the Acting Executive Director – Economy and Infrastructure, which detailed the outcome of the meeting of the Allerdale Highways Working Group meeting held on 11 June 2019 and presented the Highways Working Group recommendations for approval.

RESOLVED that,     that Local Committee notes the minutes of the meeting of the Highways Working Group held on 11 June 2019.

·         A595 Peter Lane to Thursby Roundabout – 50mph Speed Limit Options

RESOLVED that,

a)    That Local Committee proceed to statutory consultation on Option 2, namely the introduction of a 50mph restriction on the A595 to the extent shown on the plan attached as Appendix 2 of the report attached as Appendix 2, namely from the Carlisle and Allerdale District boundary to a point approximately 185m south-west of Nealhouse junction.

b)    That Members of Allerdale Local Committee note that Carlisle Local Committee will need to agree the introduction of a 50mph on that section of the A595 within their control, i.e. from Peter Lane to a point at the Allerdale and Carlisle district boundary.

·         Workington Consolidation Order – Traffic Regulation Order Amendment re Harrington Road S278 Agreement: and Introduction of One-way Traffic Restriction on Canning Street

RESOLVED that,

a)    That Local Committee agree to introduce The County of Cumbria (Various Roads, Workington and Surrounding Area) (Consolidation and Provision of Traffic Regulations) (Order 2017) Variation Order (No. 1) 20><, IN PART ONLY, so that the proposed one-way traffic restriction on the entire length of Canning Street, Workington, be not introduced.

This report provides members with an update on agreed actions and activity within Allerdale.

Members had before them a report from the Executive Director – Corporate, Customer and Community Services which served the purpose of updating them on the activities that formed part of area planning strategy in Allerdale.

 

The Area Manager took members through the report and highlighted certain areas for more detailed discussion. The local member raised some concerns over details of the Keswick Flood Alleviation project as the construction of the pumping station will likely require the closure of Penrith Road during the busy tourist season. The local member asked for assurance from the Highways Network Manager that these necessary works would be carried out with the least possible disruption.

 

Members heard that since reporting to the last local committee, all CCC staff working at either the library, fire station or care home in Aspatria had received a letter to advise that area planning work had begun there.

A Family Fun day was held on 28 May, themed around healthy living but used to carry out engagement with the local residents of Aspatria.

 

From the engagement that had taken place, issues were identified which community services wished to address however, there is a need to have a more focussed engagement with the community. It was decided that this would be in the form of a structured drop-in session led by the County Council officers from across relevant teams. This would take place in July and will inform whether formal consultation for change would be required.

Members praised the success of the Solway Views Project, a collaboration of the County Council, Allerdale Borough Council and Lancaster University who were recognised recently at the national Local Area Research & Intelligence Association (LARIA) Research Impact Awards. Officers explained to members that an exhibition on the work of the Solway View Project would be brought to the next meeting of Local Committee in September. The group had begun discussion with Cumbria LEP so as to allow closer engagement with employers from the local area. It was confirmed that the Solway Views Project had received funding for the next four years.

 

Members discussed the work that area planning does to support local projects. It was AGREED that an overview be provided to all members which detailed the locations and coverage of food banks in area.

 

RESOLVED that,

2)    Members support further engagement and if required, formal consultation to progress area planning in Aspatria following discussion with the Chair and Vice Chair.

This report provides an update on the key issues affecting children and young people in Allerdale, including current health issues. It sets out the details of funding available and grant applications submitted against those funds.

 

 

 

 

Minutes:

Members had before them a report from the Executive Director – Corporate, Customer and Community Service which set out the activity of the Council and its partners that contributed to the work of the Children and Young People’s Partnership. The report detailed an application for members to agree to commit up to £20,000 to support individuals (aged up to 19)  from the Allerdale area as apprentices or trainees within public sector or third sector organisations in Allerdale.

 

The Area Manager took members through the report highlighting current issues affecting children and young people. Funding had been secured to extend the Breastfeeding And Peer Support (BAPS) group to give new mums and mums-to-be a chance to share advice and experiences on breastfeeding.

 

The Community Services Team launched Feed and Read, a new project within three Allerdale libraries as a joint initiative between Cumbria County Council and Allerdale Borough Council.  The funding from Cumbria County Council would be under £5,000 and would come from the 0-19 Fund.

 

Members noted that Cllr Joe Holliday had been nominated as a local authority governor at Derwent Vale Primary School and that Mrs Kerry Melville had been nominated for Seaton St. Paul’s CE School. A discussion then took place regarding the process for governor nominations and it was AGREED that officers would look into whether there were any cases where nominations still required advertising.

 

The Local committee were asked to allocate funding of up to £20,000 from the 0-19 Fund to support individuals (aged up to 19) from the Allerdale area as apprentices or trainees within Allerdale bringing benefit to them as individuals but also the organisations in which they are placed. To support an apprenticeship post within the County Council costs a minimum of £5,000 for 12 months. To support a third sector organisation costs from £8,500 for 12 months.

 

 

RESOLVED that,

This report sets out the priority areas in relation to people across Allerdale and identifies projects that are considered to improve the lives and opportunities for the local population

 

 

 

Minutes:

Members received a report from the Executive Director – Corporate, Customer and Community Services which provided an update on work carried out with Allerdale community partners and detailed the available funding and grant applications.

 

Members noted that Alcoholics Anonymous meetings were introduced to Seaton Library as well as an Anorexia Anonymous support group.

 

Members discussed the grant application from Moorclose Community Centre, The centre was applying for £5,720 to go towards the installation cost of solar panels to reduce their utility costs and carbon footprint. It was AGREED that further details about the installation of the solar panels be presented to members and that the funding be committed to the Moorclose Community Centre on this condition.

 

The Local Member expressed concerns over previously funded projects, mainly the café at the community centre which was yet to come to completion. In response to this, the Area Manager explained to the Local Member that the project in question had been delayed due to an issue with the heating, however the project was still expected to be completed in time. Members were assured that all funded projects were followed up by officers.

 

The Local Member expressed an interest in addressing the board of Moorclose Community Centre so as to be able make arrangements to work closer with them. It was AGREED that a letter be written to the board of Moorclose Community Centre to request a closer working relationship with the Local Member for Mossbay and Moorclose.

 

RESOLVED that,    

1.    Members note the contents of the report

 

2.    Members agree to commit £5,720 to Moorclose Community Centre from the General Provision fund towards fitting solar panels to the Centre’s roof with the condition that further information on the installation be provided to the Local Committee to note

Minutes:

The Area Manager discussed the Outstanding Actions List and informed members that a report on appointments to Outside Bodies would be brought to the September meeting of Allerdale Local Committee to fill vacant roles.
