Roll Call for Members and Officers


All of the above members and officers were present at the meeting.




To receive any apologies for absence.



Apologies for absence were received from Mr W Graham, Ms K Lockney and Mr S Young.

A “disclosable pecuniary interest” is an interest of a councillor or their partner (which means spouse or civil partner, a person with whom they are living as husband or wife, or a person with whom they are living as if they are civil partners).

The Committee considered a report by the Executive Director – Economy and Infrastructure on Carlisle Town Deal.


Members noted that in September 2019 it was confirmed that Carlisle would be invited to put forward a Town Deal proposal valued at up to £25m to deliver economic growth.  It was explained that the case for this investment would need to be articulated through an evidenced Town Investment Plan approved by the Town Deal Board.


The Committee was informed it was proposed that the Carlisle Town Investment Plan would be submitted at the end of October and projects proposed as part of the Town Deal submission were as follows:-


·               Start with the Park at St Cuthbert’s Garden Village

·               Carlisle Southern Gateway (access and public realm improvements)

·               Digital community and learning hub (at the library)

·               Tullie House Museum

·               Lighting Up Carlisle (Events Infrastructure and Activities)

·               Citadels business incubation space

·               Carlisle Indoor Market.


Members were invited to provide feedback on the emerging Town Investment Plan and the key proposals within it.  Agreement was also sought to the provision of a letter of support for the Town Deal submission which would be made by Carlisle City Council as accountable body for the Town Deal.  The Town Investment Plan was currently being finalised ahead of submission by the end of October.


During the course of discussion officers confirmed that Carlisle City Council was the responsible accountable body for the Deal and will have the agreement with the Government for delivery of the programme.  It was explained they would be working with partners regarding a number of funding agreements for individual projects within the Deal which would be delivered by Carlisle City Council, Cumbria County Council and other third party organisations.


The local Member for Botcherby drew attention to the increasing number of small businesses which had closed in Carlisle town centre and raised his concerns at the lack of inclusion of support for them in the final submission.


Members were informed of the longlisting process which had been undertaken to achieve a shortlist, highlighting that one of the suggestions had been to have a grant programme for businesses but explained this that had not been selected to take forward on the basis that potentially other funding sources would be available and concern about eligibility of the proposal for Towns Funding.


Officers explained the Business Incubation Centre had been identified to sit alongside the University to provide a stronger role in supporting the development of the skills within the existing business community and also to provide space to allow small and new businesses to co?locate, therefore, the Citadel project had been seen as a priority for the shortlist.


The Committee welcomed the schemes and highlighted in particular the potential for the Citadel, English Street and Devonshire Street when combined with Borderlands.  During the course of discussion the local Member for Yewdale raised a concern regarding the position of universities due to the current COVID pandemic and whether this would help to meet their demands.
