Walney Offshore Wind Farm Extension (DONG Energy) - Local Impact Report

On the 28th June 2013, DONG Energy submitted an application for a Development Consent Order to the Planning Inspectorate to build and operate an extension to the Walney Offshore Windfarm in the Irish Sea, which will comprise of between 93 and 207 wind turbines, with a maximum installed capacity of 750MW. As part of the formal application process, Cumbria County Council and other affected local authorities will be formally invited by the Planning Inspectorate to give its views on the proposal, and to prepare a Local Impact Report setting out what they consider to be the effects of the development upon the local area.

On the basis of Cumbria County Council’s Constitution, the Local Impact Report will first need to be considered and approved by Cumbria County Council’s Development Control & Regulation Committee on the 24th September 2013, who will then refer the Local Impact Report to Cabinet to inform its view.  It is for Cabinet to consider what representations or issues (either positive or negative) that it wishes to make on behalf of Cumbria County Council to the Planning Inspectorate in respect of the application by DONG Energy. The views of Barrow and Copeland Local Committees on the proposed development will also be fed into the Local Impact Report. The Local Impact Report and the views of Cabinet will be forwarded to the Planning Inspectorate when requested, to inform the determination of the proposal.

External: DONG Energy held two rounds of public consultation in September 2011 and September 2012. Pre-application consultation and discussion with the relevant local authorities on various project documents.

Internal: Officers will seek the views on the project from Barrow and Copeland Local Committee and DC&R before the Cabinet Meeting.
