Better Placements: The Right Care for the Right Child at the Right Time

This report sets out the key findings from a review of the needs of children who are looked after and identifies that the current provision is not able to meet the needs of all the children, resulting in some children being placed outside Cumbria and/or in foster homes or residential units run by external providers. In order to move to a position in which there are sufficient placements to ensure that the needs of all children and young people who should be looked after can be met it is proposed that

·          The Grange be redesignated (subject to Ofsted approval) as a Resource Centre to provide intensive support to young people at risk of becoming looked after and their families, with individual packages of support including some overnight or weekend stays

·          Three flats for young care leavers moving to independence be provided at the Grange and Sedbergh Drive (Kendal)

·          Approval be given for an option appraisal to be undertaken in respect of provision of residential care for those young people whose needs cannot be met in foster care

·          Approval be given for an option appraisal to be undertaken in respect of  provision of fostering placements
