Recruitment of Health and Wellbeing Coaches and Memorandum of Understanding (MoU) with Lancs and South Cumbria Foundation Trust

The decision relates to the recruitment of seven new Health and Wellbeing Coaches/officers and a team leader post to be funded by Lancashire and South Cumbria Foundation Trust.

 

Cumbria County Council’s Public Health - Health and Wellbeing Team entering into a Memorandum of Understanding (MOU) with Lancashire and South Cumbria Foundation Trust and other partner organisations for the period 1 June 2022 to 31 March 2024. The MOU will outline the general approach that will be taken in developing and delivering mental health services in Morecambe Bay following the recruitment of seven new Health and Wellbeing Coaches/officers and a team leader post.

This decision will be taken under urgency procedures.

Reason for urgency:
Initially it was understood that the funding would be on the basis of a one year MOU to 31 March 2023, which would mean it would have been below the key decision threshold. However, as of 20 July 2022 the Council was notified that the MOU was to be until 31 March 2024 which takes the value of the funding over the key decision threshold.

It is impractical to defer the decision until it can be included in the next Forward as there is a risk that this funding will be lost because the staff need to be in place to deal with Winter pressures on health services. It can take 3 to 4 months to recruit staff
